This approach aims to re-authorize the movement of vaccinated people and those with a negative PCR test. Moroccan authorities are racing against the clock for a return to normal life. They intend to adopt a digital travel certificate for people with a vaccination certificate and a negative PCR test. While the measure targets, for the moment, people residing in the Kingdom, the authorities plan to generalize it to Moroccans residing abroad. Indeed, during the meeting held Friday, the officials of the Ministries of Interior, Foreign Affairs, Tourism and Health studied a proposal submitted by the European Commission to Moroccan diplomacy in order to «create a Joint committee to deal with interoperability and mutual recognition of Moroccan and European certificates», indicates a document sent on Tuesday to Yabiladi. The same source adds that the interministerial committee has also studied «the advisability of issuing the circulation certificate for PCR tests by laboratories approved by the Ministry of Health». For the moment, only the draft vaccination certificate has been presented to the interministerial committee. This vaccination certificate will consist of three components. Identity data (CNIE or CS number, passport number, surname & first name, gender and nationality), vaccination data (type of vaccine, place of vaccination and dates of vaccination of the 2 doses, type of vaccine and vaccine lot number) as well as authentication data (in the form of 2D barcodes using a double encryption mechanism). This certificate can be downloaded via the liqahcorona.ma portal by people vaccinated after authentication via personal data and an OTP code or withdrawn, in PDF format from administrative annexes of the Ministry of the Interior, adds the document. The PCR test digital certificate project under consideration As for the download and authentication process, which remains «fully digital», the report adds that «this certificate includes a QR Code to international standards, which is read and authenticated via an application developed for this purpose and usable on a simple smartphone or barcode reader». «This application can be made available to any public body (local authority, police, gendarmerie etc.) or to targeted private entities (airlines, restaurants, etc.)», the same source added. In a section dedicated to decisions and suggestions, those in charge proposed to «set up a standardized application for reading QR codes contained in certificates for authentication purposes». The objective is to «facilitate the interoperability and mutual recognition of Moroccan and international health certificates», it added. They also recommend to «produce a 2nd certificate on the basis of PCR tests at the level of the application created jointly by the Ministry of the Interior and the Ministry of Health on the basis of the information provided by the approved laboratories, or ask said laboratories to create it themselves by integrating a QR code for authentication». In this sense, the interministerial committee plans to invite the security services, in particular the DGSN and the Royal Gendarmerie to the next meetings, after the validation of the draft certificates relate to vaccination and PCR tests.
